Title: Difference between Counter-balanced men and none?

I have not play foosball for over 20 years. just got started and got a table already but I like to know the Difference between Counter-balanced men and none? Thanks.

counter balanced has a weight in the head and keeps them from falling if theyre turned up..

It that means they can stay in any position you set up/ rotate?
