I am pretty new to foosball.....
the way in understand the rules, from the serve you have 10 seconds to move from 5 to3 bar. once at the three bar you have 15 seconds. Correct?
once a ball is stopped or pinned on the 5 bar it then has to be touched by two guys before being passed.
does that apply to the 3 bar also?

You can shoot from the 5 bar as well. Cannot pass a stopped ball but can shoot a stopped ball. Three touch rule before forwarding the ball, only two wall touches (leeway for to get the ball off the wall), ready protocol... etc. You have 10 sec on 5 bar and 15 sec on 3 bar/defense rods. You seem to be correct with your assessment in your question.
Once on 3 bar... nowhere to pass to... time to shoot. Passing rules do not apply.

but just cannot shoot from the 5 Bar during the opening sequence, or the kickoff? or just have to complete the opening sequence first?

Just complete the lateral "opening sequence" then you can shoot
