Is there an specific rule for take the rods ONLY by the handle?

I was playing at a bar, against a snake shooter guy (fast and accurate). After he scored some shots and was set up, attempting to shoot again, quickly slaped the head of the first man making them to roll over and scored straight.      It was funny..... but i wonder:  Since the entire roll was less than 360......Is it a legal shoot?

Illegal, you are not allowed to break the plane of the outside of the table with your hand while the ball is in play.

I seen this done by rolling the bar with your foot.  It is very funny but not legal.
