I had a situation where my opponents goalie had the ball stop so close to the goal he didn't want to touch it in fear of knocking it in his own goal. What he decided to do was not make any attempt to touch it and let the 15 second rule take effect. I questioned the no attempt decision but he was adamant that those were the rules. Any clarification?

Generally when I am playing any ball that touches a goalie/defender is considered dead/no goal. Goals need to be clean!

Allowing the 15 seconds to expire and giving ball to opponent on 5 bar ..is how that situation normally goes in tournament play.
 
Counting only "clean goals"  can be problematic if players have different ideas on what is clean.

You are absolutely right rules need to be decided prior to a match, and everyone has their own style of play.

Rules should be discussed between players. Because there are a lot of opinions about "clean ball" and sometimes it's really hard to prove your point of view
